On the 10th of Hoot corresponding with 29th of February 2020, the political representatives of the Islamic Emirate and senior officials of the United States signed an agreement about terminating occupation and bringing peace to Afghanistan in the capital of Qatar, Doha.
This agreement drafted during a lengthy one and half year negotiation process plays an important role in finding a solution to the Afghan problem because is draws a clear framework for moving forward. The agreement clearly states that immediately after the signing of this agreement, 5000 prisoners of the Islamic Emirate and 1000 prisoners of the opposition in detention with the Islamic Emirate will be released within a ten day period, after which intra-Afghan will begin where all Afghan sides will make decisions about charting a political course for Afghanistan and the future government following the end of occupation.
The Qatar agreement was not only welcomed by the political actors and other strata inside Afghanistan but was also well received on a regional and international level. Senior government representatives of some thirty countries and representatives of international organizations including the United Nations participated in the ceremony and expressed their support for the agreement.
An agreement no matter how well-written and no matter how well received and supported is not worth the paper it is written on unless it is honored and implemented by all parties to the agreement.
In order for this historical agreement to play a decisive and constructive role in ending the occupation and bringing peace to Afghanistan, both the Islamic Emirate of Afghanistan and United States of America must earnestly implement their obligations as per the agreement.
The agreement has clear implementation guidelines and has even specified a timeframe for each important commitment. Setting a timeframe for execution of obligation is necessary so that no party faces blame for delay and each commitment agreed upon is honored in a gradual and sequential manner.
In order for successful steps to be taken towards finding a solution to the problem, both parties must now focus their energies on implementing their bilateral obligations. The people of Afghanistan and the world consider the signing of this agreement a critical achievement and this achievement is conditional on its implementation so that both the American forces can safely return back to their homes and the Afghans are afforded an opportunity for peace after long wars.
Moreover, both parties must not allow anyone to ruin this historical agreement or create hurdles for its implementation. The failure of this agreement for finding a peaceful solution is not in the interest of Afghanistan nor in the interest of the United States rather it is only in the interest of those power thirsty individuals who see their personal gains in the continuation of war.
